1435 mm vs 1520 mm gauge
European Union railways run on 1435 mm standard gauge; Ukraine and the former Soviet network run on 1520 mm broad gauge. The 85 mm difference means no wagon crosses without intervention. At the border, cargo is transshipped, wagon bogies are exchanged, variable gauge axles are used, or a short mixed-gauge line carries the wagon through.
The 85 millimetres that cost you a day
Track gauge is the distance between the inner faces of the two rails. The European Union runs on 1435 mm. Ukraine, Belarus, Russia, Kazakhstan, Central Asia, Moldova, the Baltic states and Finland run on 1520 mm (1524 mm in Finland). The gap between the two systems is 85 mm.
That number sounds trivial and behaves as an absolute. No wagon runs on both networks without intervention. Everything that moves overland between Ukraine and the European Union stops, physically, at the point where the two systems meet — and the time it spends there is a real line in your transit plan, not a rounding error.
This guide is written from the operator's side of that stop. It covers what actually differs between the networks, where the break sits, what your four options are, and what a terminal needs from you before it can quote.
What actually differs — and it is not only the gauge
Most explanations stop at the width of the track. That is the part that is easy to draw and the part that matters least to your planning, because the other differences are the ones that surprise people.
Because the broad-gauge loading gauge is more generous, a fully loaded 1520 mm wagon does not always empty into a single European wagon. The wagon count can change across the break. If your booking assumed one-for-one, you discover the shortfall at the terminal, with the train already standing.
Check the volumetric fit against the destination network's loading gauge before the train departs, not on the ramp.

Where the two systems came from
Standard gauge descends from British colliery practice adopted by George Stephenson on the first public railways. It was never an engineering optimum; it became dominant because every new line built to the same measure could use every other line's rolling stock. Network effects, not physics.
The Russian Empire adopted five feet — 1524 mm — in the mid-nineteenth century. The story that the difference was chosen to obstruct invasion is at best partial; contemporary decisions also rested on engineering advice and foreign consultancy. Soviet Railways redefined the standard to 1520 mm in 1970, aiming at more stable running at higher speeds. The four millimetres did not require the existing fleet to be modified, so the change passed without a rolling stock renewal.
Practically, 1520 and 1524 are one system today. The meaningful line is between that system and the 1435 mm world.
Where the break of gauge sits
The break is not a line, it is a string of points from the Baltic to the Black Sea, and it does not follow the EU border neatly. Finland and the three Baltic states are EU members operating on broad gauge — for them, the break lies on the western side.
Since 2022, these points have carried far more traffic than they were designed for. Under the EU–Ukraine Solidarity Lanes, a substantial share of Ukraine's foreign trade shifted from the Black Sea to overland routes through neighbouring member states. Transshipment capacity at the border stopped being a technical detail and became, for many flows, the binding constraint on the whole chain.
- Poland – Ukraine. The busiest corridor. Alongside the conventional crossings, Poland operates the LHS broad-gauge line running deep into the country to Sławków, which moves the break of gauge several hundred kilometres west of the border.
- Slovakia – Ukraine. A broad-gauge penetration line runs into eastern Slovakia, and a 1435 mm section on the Ukrainian side reaches Uzhhorod.
- Hungary – Ukraine. The Záhony area is a long-established transshipment cluster.
- Romania – Ukraine. Two crossings: in the north, Vicșani – Vadul-Siret in Suceava County, where our Dornești terminal is located; in the north-west, Halmeu.
- Romania – Moldova. Broad gauge reaches the Danube port area at Galați from Giurgiulești, another break point serving Black Sea flows.
- Rail Baltica. The reverse case: a new 1435 mm corridor being built through Estonia, Latvia and Lithuania to connect broad-gauge EU members to the standard-gauge network.
Your four options
1. Transshipment — move the cargo
The load is transferred from one wagon to another, either directly between wagons when both rakes are positioned together, or via an intermediate set-down on the terminal apron when they are not.
Strengths. Works with any combination of wagon types. Handles heavy, long and out-of-gauge items that no other method helps with. Lets you sort, inspect, weigh, re-secure or repack in the same operation. Cost scales with volume rather than stepping up with a large fixed investment.
Limits. The cargo is handled, so damage risk has to be managed through correct method and correct lifting gear. It consumes time and labour. Some cargo genuinely does not tolerate handling.
Choose it when your cargo is general, heavy or out-of-gauge; when your volumes vary; or when you need to change transport mode at the border anyway.
2. Bogie exchange — move the wagon
The wagon is jacked up, the bogies of one gauge are rolled out from underneath and bogies of the other gauge are rolled in. The cargo never moves.
Strengths. No handling at all, which matters for sealed loads, fragile goods and consignments whose securing would be difficult to reproduce.
Limits. Requires a purpose-built facility and a stock of matching spare bogies on site. The coupling and loading gauge problems remain, because the wagon body is still the origin network's wagon body. It is not fast for a full train.
Choose it when the load must not be touched and the wagon has to continue as a wagon.
3. Variable gauge axles — move nothing
The vehicle carries wheelsets that change their spacing as they pass through a gauge changer, typically at low speed. Systems of this kind have been in commercial service in Europe for decades, notably on Polish–Lithuanian traffic and on the Iberian network.
Strengths. By far the fastest in operation. The train barely stops.
Limits. Requires dedicated, more expensive rolling stock plus a gauge changer installed at the crossing point. The economics work on repetitive flows with a controlled fleet, not on occasional shipments in whatever wagons are available.
Choose it when you run a steady, high-frequency flow and control the wagons.
4. Mixed gauge track — move the boundary
Three or four rails on the same alignment let both gauges run over a given section. This is how broad-gauge wagons reach terminals inside EU territory, and how the LHS line works at scale.
Strengths. Removes the operation over the equipped distance.
Limits. Switches and crossings become complex and expensive, maintenance is harder, and coupling and loading gauge incompatibility persist. It is a point solution, not a network strategy.
Within transshipment, the handling method is set by the cargo, and the difference is physics rather than preference.
The last category is where large single-commodity terminals serve you worst, because their plant is optimised for grain, containers or petroleum. It is also where the difference between a terminal with its own cranes and a terminal that hires one in shows up on the invoice, as mobilisation, and in the schedule, as a window negotiated between three parties.
Our yard at Dornești holds both gauges and our own 50 t and 80 t mobile cranes. One consequence worth knowing when you compare quotes: with a crane, the governing question is never weight alone. Rated capacity applies at minimum radius with full counterweight; at the distance from the crane to the wagon, available capacity is lower — sometimes much lower. A terminal that confirms a heavy lift over the phone without asking for the radius has not checked anything.
Two separate systems have to line up at the same point, and they fail independently.
The transport contract. The eastbound leg normally runs under an SMGS consignment note, the European leg under CIM. Reconsigning from one to the other is a step that takes time and creates errors. The CIM/SMGS common consignment note, developed by CIT together with OSJD, was created precisely to remove it, by letting one document cover both legs. If your flow is regular, ask whether your operators use it.
Customs. Goods arriving from Ukraine are non-Union goods and remain under customs supervision until they are released for free circulation or placed under another procedure. The framework is Regulation (EU) No 952/2013, the Union Customs Code; transit runs under the electronic transit system with the corresponding declaration. Decide before departure who lodges what, and where the goods will be cleared. Terminal time consumed waiting for a declaration looks exactly like terminal time consumed by the lift, but costs you differently.
Two instruments set the direction.
Commission Regulation (EU) No 1299/2014, the infrastructure TSI, fixes 1435 mm as the European standard nominal track gauge while explicitly recognising and regulating the Union's other gauges — 1520, 1524, 1600 and 1668 mm. The European framework does not assume uniformity; it assumes managed interoperability.
Regulation (EU) 2024/1679 on the trans-European transport network, adopted in June 2024, requires new railway lines to be built at 1435 mm nominal gauge and extends TEN-T corridors into Ukraine and Moldova, while scaling back planned connections towards Belarus and Russia. The Council's press release of 13 June 2024 sets out that reorientation.
What this means for a five-year plan: standard-gauge capacity into Ukraine will grow along specific corridors, and 1435 mm sections already run in the west of the country. The core Ukrainian network stays 1520 mm. The break of gauge will move, and it will thin out on some routes, but it is not going away.
Terminals quote badly when they are briefed badly, and a bad quote is discovered at the ramp. Send this, and you will get a firm answer rather than a range:
Published durations for handling a full train across a break of gauge vary widely between terminals, cargo types and years, and figures quoted in trade literature should be read as orders of magnitude rather than benchmarks. Transshipment by cargo type
- Bulk — grain, ore, aggregates — flows. It moves by conveyor, screw, grab or tipping. A crane would do the same job orders of magnitude more slowly.
- Liquids are pumped.
- Uniform palletised goods move fastest by forklift or reach stacker.
- Heavy, long or irregular cargo — steel sections, plate, coils, pipe, machinery, structural steel, project pieces — has to be lifted, on defined lifting points, along a controlled path. That is crane work.
How to brief a terminal
- Commodity and packing — what it is, how it is bundled, banded, crated or palletised.
- Total tonnage and the weight of the single heaviest piece. The second number decides the equipment.
- Dimensions of the largest pieces — length, width, height — and whether anything is out of gauge for the destination network.
- Lifting arrangements — designed lifting lugs, slings, spreader beam, and whether the centre of gravity is offset.
- Wagon types at origin and destination, or truck type if the onward leg is by road.
- Direction of flow, estimated arrival and the window in which the cargo must move on.
- Customs status and who lodges the declarations.
- Any securing or inspection requirement imposed by your insurer or by the consignee.
Five mistakes that cost time at the break of gauge
- Treating the break as transit time. It is a separate operation with its own duration. Leave it out of the schedule and it reappears as delay.
- Assuming one wagon in, one wagon out. Loading gauge and wagon capacity differ; check the fit before departure.
- Quoting weight without radius. For any crane lift, weight alone is half a question.
- Leaving the second consignment note to the terminal. Decide the documentary route in advance, and consider the CIM/SMGS common note for regular flows.
- Optimising only for the cheapest border crossing. Congestion, cargo profile and onward connections usually matter more than the terminal rate.

What is a break of gauge?
A break of gauge is the point where two railway networks of different track gauge meet and through running becomes physically impossible. On the eastern border of the European Union the break runs from the Baltic to the Black Sea. In practice, every break-of-gauge point is a terminal: cargo, or the running gear underneath it, has to change there.
How much is the difference between 1435 mm and 1520 mm?
85 millimetres, measured between the inner faces of the rails. It is small as a number and absolute in effect — no wagon runs on both networks unmodified. The incompatibility also extends beyond the track: couplers, brake systems, loading gauge and transport documents all differ.
Is transshipment or bogie exchange faster?
It depends on the cargo, not on the method in the abstract. Bogie exchange leaves the load untouched and suits sealed, fragile or complexly secured consignments, but needs a dedicated facility and a stock of spare bogies. Transshipment is more flexible and handles heavy and out-of-gauge items that no bogie exchange helps with, at the cost of handling the cargo. Published figures for a full train vary widely between terminals and cargo types, so treat any single number you are quoted as specific to that terminal.
Which documents apply across the break of gauge?
The eastbound network generally works under the SMGS consignment note, the European network under CIM. The CIM/SMGS common consignment note, developed by CIT and OSJD, allows a single document across both legs and removes one reconsignment step. Customs is separate: goods entering the EU are non-Union goods under customs supervision until released, under the Union Customs Code.
Will Ukraine convert to 1435 mm gauge?
Not wholesale, and not soon. Regulation (EU) 2024/1679 requires new railway lines to be built at 1435 mm nominal gauge and extends the trans-European transport corridors into Ukraine and Moldova, and 1435 mm sections already exist in western Ukraine. But the core network remains 1520 mm. Plan for the break of gauge to move eastwards over time, not to disappear.
Which EU border crossings handle Ukrainian rail freight?
Poland, Slovakia, Hungary and Romania all have rail border crossings with Ukraine, each with its own cargo profile and congestion pattern. Romania's northern crossing runs Vicșani – Vadul-Siret in Suceava County, where our Dornești terminal sits; a second Romanian crossing is at Halmeu in the north-west. Which one suits you is a routing question, not a ranking.
Can a broad gauge wagon enter the European Union at all?
Only over the short broad-gauge penetration lines built into border areas, which normally end at a transshipment terminal. Beyond those, it cannot run. Poland's LHS line to Sławków and the broad-gauge line into eastern Slovakia are the longest such penetrations; most others are a few kilometres.
